I do not know enough about it to give you details, just a suggestion toward a path to investigate.  It sounds to me as though Dynamic DNS is the solution you seek.  Either pick up the DNS & BIND book, check out the handbook online, or wait for other responses that will provide more information for you, and then you shall have the foundation for your answer.
