I did an apropos for 'traffic' and got this:

ipfirewall(4)            - IP packet filter and traffic accounting
ipfw(8)                  - controlling utility for IP firewall and
traffic shaper
tcpdump(1)               - dump traffic on a network

If you read the man pages for those 3 I'm sure you'll be able to choose
one that suits your needs. The implementation might be the deciding
factor.
