Probably a good idea in light of the recent export relaxations.  Come
September there will be no reason left for FreeBSD to care whether users
are residents of the US.  In the meantime we can put a note in the
handbook's install section about setting USA_RESIDENT after install.  In
a few months, it can be removed.
