I have freebsd 7.0-RELEASE-p10 with dummynet in use and about 700 Mbit/s traffic passing through. dummynet process CPU usage is 0% to 10%. Let me see your ipfw rules. What FreeBSD version do you have? What about swi: net and taskq (irq) processes? Hardware configuration?
