BB is basically a software to monitor the availability/reachability of IP addresses, services, processes, etc.. In case of an outage you configure it to send a mail (maybe to tome mail2sms gateway?). If you take a look at the software description at http://bb4.org/features.html there´s somethin about SMS at "Notification", so some kind of "native" SMS delivery also seems possible.
