	we don't do this just for FreeBSD.  while it is okay to claim that they
	should be stripped off on import, i believe you are missing the point.
	they are not gratuitous.

	as far as I understand, they are basically for backward compatibility
	with 4.4BSD runelocale code.  they are not gratuitous.
