Something is causing your root filesystem not to be unmounted at
shutdown. Issue a "shutdown now" or "kill 1" to go to single user
state. Then issue a mount command to list which filesystems remain
mounted. Whatever is still mounted is causing your root fs to remain
mounted at halt/reboot.
