Did you build gettext-0.11.1 with the WANT_FULL_GETTEXT option?  If so,
uninstall it, and rebuild without this option.

Yes, installing gettext and gettext-old should fix this problem.

Can you send the output of make for each port?  I have successfully
installed the latest version of plugger without a problem.
