Hi Bill,
Sounds like either;

1. HARDWARE TROUBLE (bither the modems / io-borad maneufactureres and
see what you can get)

2. Some other trouble in config files.

Try giving more info, as regards the log files, your relevant current
config files, don't just say etc,...
