You coulkd save a little time by using chap instead of pap, but this is
not the error.

I'm not sure, but it looks to me like it's failing here because your box
is trying to negotiate an IPV6 connection and the other end is rejecting
it. Try turning off IPV6 in your kernel (remove ``options  INET6'').
