The file names are not fixed. The intended use of a given file is defined in the configuration file (/etc/named.conf by default; typically overridden to /etc/namedb/named.conf in FreeBSD). The "intended use" of the file fetched from internic.net is as a "hints" file. I recommend acquiring and reading a copy of the 3rd ed. _DNS and BIND_, Albitz & Liu, O'Reilly and Associates.
