I know at least one router that provides a ISDN API (CAPI) via IP.
Call +49.89.49003434 and you'll hear my answering machine
(FreeBSD + Bintec Brick Router).

libcapi for the brick available with source. I'm going to make a freebsd
port of it this weekend.
