Is MacOS X a great Desktop? Yes!!! Not as good as OS/2 WPS or Gnome, but it's still great. Other: If one of the best programmers works 8h/d for Microsoft, he has still 16h left. (S)he needs ca. 8h for sleep, ca. 4h for other things (buy sth. to eat, family, ...) and still could have 4 hours to develop open source software. So a company have the best programmers does not create a controverse that the best programmers do not develop for open source. Did you ever read some of the windows source examples (f.e. from the DDK?) They delivered some driver sources they really use. They do not have only best programmers. They still have many, but the percentage of best <-> normal is like in most other companies, too (if not more bad).
