I have a similar situation at home: the connection is kept alive by LAPD
RRpoll frames from the ISP-side. So far I've disconnected by doing a

  ifconfig isppp0 down

and reenabled the interface with

  ifconfig isppp0 up

(Yes I know...old i4b version)
