If you're not manually loading netgraph.ko with kldload, then you need to
make sure you've got *all* of the required netgraph modules compiled into
your kernel.  (There is a long-outstanding bug with auto-loading kernel
modules that causes this problem.)

In my kernel, which does PPPoE, I've got the following netgraph modules
compiled in:

options         NETGRAPH
options         NETGRAPH_SOCKET
options         NETGRAPH_ETHER
options         NETGRAPH_PPPOE

Once you recompile your kernel with all of these, then you won't see this
error anymore when trying to use PPPoE.
