It isn't good idea to install local pgms catalogs into system area, so we need yet one directorly for local message catalogs. This directory need to be handled by standard nls library, or it doesn't make sense at all. We already have similar thing in man, it handles is both /usr/share/man and /usr/local/man. Difference is that man handle it via config file, but msgcat.c path is hardcoded and no config files there known per standard. I am open to all constructive ideas. -- Andrey A.
