We (Bryan Mann) replaced it with the Apache proxy server.  The intent
was not redominantly caching, but enforcement of proxy authentication
as a means of user identification for the purposes of implementing a
web site blocking feature.

We lost some caching functionality, in making this change.

SQUID is good code, it just infringes a number of patents.
