PRs don't usually get "assigned" (at least away from ports, where
being a maintainer implies this).  The issue is too much a matter
of how much time a given person has, what else they're working on,
whether they're taking a break from committing, etc.

I think the present system works OK much of the time.  The problem
is more a matter of hands to do the work, and imposing additional
structures isn't likely to help (and may hinder) problem resolution.
