I may be wrong, but I believe that was before the invention of the security branches. 4.1.1-RELEASE was a snapshot of RELENG_4--I don't think there was a RELENG_4_1--but 4.6.2-RELEASE isn't. 4.6.2-RELEASE is a snapshot of the security branch, RELENG_4_6.
