I agree with all this, and I was shocked when I moved from BSD/OS to FreeBSD that all the distributed software was placed into /usr/local. But the reality is that the FreeBSD folks consider the stuff handled as "distributions" to be FreeBSD, and all the other stuff (absolutely required, IMHO, in order to actually do anything on the computer) to be optional local stuff, so it goes into /usr/local.
