It looks like newer versions of upstream don't have the same 'have_cblas' t= est, and does search all the configured libraries (and will catch the linker err= or). So we probably won't need to carry on either patch after updating numpy. Note: numpy 1.16 is the last to support python2.7, I think. If we need the python2.7 version of numpy around a bit longer (friendly to the many users still working on updating to python3), maybe a repocopy to math/py-numpy-1.= 16 is warranted.
