Unfortunately, the maintainers of lzip are extremely aggressive about archiving "old" versions.  7 weeks after updating to version 1.14, the tarball is no longer available because it's been moved to "old" subdir.

1) Update to version 1.15.  However, the problem will just repeat again.
2) separately or in addition to 1), add more MASTER_SITES manually which point to "old" folder so 1.14 (and later versions) can be retrieved after they are archived.
