    make FORCE_PKG_REGISTER=yes build install

    * FORCE_PKG_REGISTER takes effect during the install phase

    * why/where do people get the funky idea that running
      two dependent targets in two different make processes with two
      different sets of variables will buy them anything besides
      problems?
