You can try the Feature Tool here: 
http://www.hitachigst.com/hdd/support/download.htm  You need to create a 
bootable floppy.  It's the only way I've  found to control AAM (which I 
want ON, but if you like grinding seek chatter, who am I to argue :-)).  
It does APM as well.

If you find any other ways, I'd love to know.
