The deal with MS is about the Volume Manager Only.

I talked to a VxFS engineer there and a Veritas WinNT product manager and
speaking for themselves they are both keen on porting VxFS to WinNT. 

I didn't get a reply that sounded like a concrete decision to do VxFS
though.
