PNP is a purely ISA phenomenon:

device gus0 at pnp? vector gusintr

The reasoning is simple:

1)	I may have PnP cards, but a non-PnP-BIOS motherboard.

2)	I may have a PnP-BIOS motherboard, but plug in a non-PnP card.
