You can change it at a compile time via 'make EFI_STAGING_SIZE=<MB>' for sys/boot/efi/loader. (or sys/boot/amd64/efi on stable/10). Prior to r279929 (merged to stable in r281319) loading too many modules would just corrupt memory. Now it reports an error at least. :) It may be that we should revisit the default staging size of 32MB and bump it up to 48MB or so.
