There is no way to request a global limit on the
load average in/for poudriere or other forms
of building ports. You got 7 of 8 make jobs in what
you show: 7instances of  xg++ started by make in
what you show. You requested allowing 8 make jobs,
not a load average of 8, because there is no way to
directly request the load average constraint.
