Hmm, are you using cvs or cvsup?  

When I use cvsup, I use the command: cvsup -g -L 2 port-supfile

In my port-supfile, I have:

*default host=freebsd.nttmcl.com
*default base=/usr
*default prefix=/usr
*default release=cvs tag=.
*default delete use-rel-suffix
ports-all
