I try to keep standards conformance even while adding non-standard
features. %E[Ff] non-standard way was not obvious and not flexible (always
space assumption, etc.). New nl_langinfo() non-standard way adds more
flexibility and it is more obvious for code reader what happens here.
Since time locale data format already changed several times, compatibility
with old programs already broken.
