Removed from where? Could you please point me to specific commit or just 
to file I can browse CVS log?

You misinterpretate me. I mean that LOGIN_CAP have no relations to PAM and
completely self-contained, so removing something from LOGIN_CAP because of
PAM is wrong.  The same way wrong to remove something, say, from libz or
libm because of PAM.

This sentence is probably OK, but miss references to FreeBSD base
utilities (because is not true for all other). Besides this single
sentence I see whole ACCOUNTING LIMITS section removed in your commit.
