We do need to look at the rc.d code, as I think this statement in the
services(8) man page is not actually true:
    When used for this purpose it will set the same
    restricted environment that is in use at boot time (see below)

    ENVIRONMENT
     When used to run rc.d scripts the service command sets HOME to / and P=
ATH
     to /sbin:/bin:/usr/sbin:/usr/bin which is how they are set in /etc/rc =
at
     boot time.

I think it comes rather short of getting back to the "boot time restricted
environment" in many respects, in that it appears to only set the PATH and =
HOME
variables.
