There is a CVSGrab project on SF http://cvsgrab.sourceforge.net/ , basically aimed at viewcvs (another clone of cvsweb, rewritten in Python). I don't know if anyone has tested it against cvsweb or what exactly is needed in the web interface to make it work. You might want give it a try...
