I have run communicator 4.51 on FreeBSD 3.2-R. Except for some
text formmating problems it works. I have a june 1999 WC CD and
used sysinstall to install netscape. I am using communicator 4.61
as I write -- works.

Make sure you add an eviroment var

 env <press tab> MOZILLA_HOME <press tab> /usr/local/netscape

to your .cshrc . You need to look up the syntax for setting 
.profile if you do not use c shell.

The path above is the one on my box using defalt install. Yours
may be different. Also, try

   %startx >&xlog.today

to get a list of errors X reports.
