Because if you uncommented and defined WANT_CSRG_LIBM= no you might be
surprised to find that it still built the CSRG libm.  Actual values of
"true" and "false" are completely irrelevant - you could put "zippy"
and "pinhead" there for all the relevance the values have. :-)
