This is how FreeBSD utilities have always parsed arguments.  The GNU varian=
ts
accept flags in any position.  Personally, I prefer the GNU system too.

But this is not a bug.

As you noticed in comment 1, the correct way to rm or cp such files is to
prefix with './'.
