In my experience the root partition must not only be reachable by the BIOS, but be contained entirely within the reachable limits of the BIOS, i.e. <1024 cylinders or whatever. On my 1GB drive I have a small root which is used to mount the rest after the BIOS has been blown out; here's the fdisk info for completeness.
