thanks for the quick reply. 

no i don't have have ALTQ on 4.2. the old 2.2.8 install did have it
though. does this mean that pvcsif and the other command pvctxctl apply
only to an ALTQ kernel? if so, what should i do to enable the interface
under a 4.2-only install? thanks for sure.
