Terry makes a good (and better) argument for that hand, but it sorta depends on the people (call them "developers") who are not in the publicity project to stop doing what they've been doing in the absense of a publicity project. I foresee some conflicts ahead if the publicity people try to get too independent, unless the developers are willing to "cede territory". Maybe the developers would rather not have to worry about it, but I hope the publicity people do sufficient coordination with the others before just announcing that they're ready to go to work (i.e., take over).
