For example, I can not think of any word starting with a capital =C3=A7; indeed, my keyboard (an Italian keyboard, I am also Italian native speaker) offers me the possibility to write it only in non capital form. However, it might be easier to always keep both the capital and non capital forms: for example one might want to write a big title such as "LE=C3=A7ON 1", which is quite ugly without the capital =C3=A7.
