IMHO that should be rc.conf.template and rc.conf.  The current 
expectation is that rc.conf contains the current settings; moving that 
elsewhere would be confusing.

It is still valid to have rc.conf.template, rc.conf and rc.conf.local, 
where the second is common to a group of machines, and the last 
specific only to the machine in question.
