Ports distribution update on December 3rd 1999 on FreeBSD 3.2 stable.

The mod_dav port is not up to date wrt. the mod_dav project.
The version in the port is 0.9.12, the current version is 0.9.13. The new version
includes some fixes related to file locking and error handling as well as many
enhancements.
