What's the message you get?  One of these?

  login: root
  Password:
  Login incorrect

If this you really don't have the root password.

  login: root
  Password:
  root login refused on this terminal.

If this one, then your system is correctly configured and you 
can't login as root from a telnet session.  Login as a normal
user and su.
