GIMP isn't broken.  Perhaps your ports tree is out of date:

[12:24:21] (ttyp1) jhb@bento:...4.1R/packages/All                               > dir gimp-1.1.24.tgz
-rw-r--r--  1 root  wheel  6264335 Jul 20 07:49 gimp-1.1.24.tgz

That is the gimp package going on the CD's and was built with the
RELEASE_4_1_0 tagged ports.
