It's too bad config(8) can't be made to parse a dependancy
list.

Making SCHED_4BSD implicitly turn on PREEMPTION would be nice.
This would also allow for us to not break people so badly when
modularizing a component, we can just keep the main component
and have it require all the subcomponents.
