Hm.... Does the person in question not have email?

You must have root access to start services in the 'privileged port'
range, from 1-1023.  And as everyone knows, running MUDs as root is a Bad
Idea and is Asking for Trouble.

I believe there is a tool in the net ports tree that does this, but I
forgot its name.

You could also edit /etc/gettytab and change the login screen to remind
people looking for the MUD to use port 7680 instead.
