The default host.conf file is set this way. I have some more information, with ppp started (but link still down) the problem happens. However if I kill ppp then it starts working (although telnet reports no route to host as it should). So something about the tun0 interface being up and/or the routes that ppp install is doing this. However I don't understand how network things can affect simple reading and parsing of the hosts file. I suspect that DNS action is taking place even though host.conf has "hosts" listed first.
