With respect to time, we should have it switched on in /etc/make.conf if we don't want to use it. For most people, who don't rebuild their kernels 15 times a day (like me sometimes) there's a trade off between having a slightly longer kernel build vs having a date in the output of uname that is meaningful for support purposes.
