It's already the default in 10.x, and at some point relatively soon it should become the default in stable/8 and stable/9. (Delayed because of the current lack of package building systems, inter-alia) All this means is that you will have to put stuff in /etc/make.conf in order to use pkg_tools, rather than the situation now, where you have to put stuff in /etc/make.conf in order to use pkgng.
