This way, the initial /etc/rc script can try to mount a floppy, and even if it fails you will find some useful stuff there. This lets you boot a picobsd /kernel over NFS using etherboot or perhaps pxeboot. The copy is controlled by a variable at the beginning of the script, depending on what you place there the space overhead is very limited (and potentially you can save something).
